CANADA’S POLICY
TREATY WITH AUSTRALIA
RUSSIA AS COMPETITOR. STATEMENT BY TRADE MINISTER. [United Press Assoclatlon-By CableUopyrlglit.) (Received 2, 11.5 a.m.) Ottawa, December 1. Back from the imperial Conference, the Trade Minister, Mr Stevens, stated that Mr Parker Moloney would arrive here in the middle of the month to negotiate for a new Australian treaty. The effect of the new pact would be for Canada to buy more from Australia, thus removing the iour-to-one-advantage held by Canada. Canadians were now buying many articles from foreign countries that could be supplied by Australia. The same applied to New Zealand, but negotiations with that country were difficult because of the higher duty on butter. The Russian five-year- plan, said Mr Stevens, was succeeding all along the line, and Canadians were doing the co mtry disservice by pretending otheiwisc The Soviet would soon bv live competitor with Canada. The failure of the Imperial Conference was due to Britain’s disturbed political situation. It would have been better to havo held an election in Britain first to produce definite proposals for the conference. More protection would greatly aid Britain.
