INVESTIGATIONS OF ENGINEER. Christchurch, December 3. The report of the engineer who has been investigating the proposals of the Christchurch Navigation and Trading Syndicate for establishing a port for small vessels in the Heath cote Estuary is not yet completed. It is hoped that it will be available towards the end of next week. Until the report is received and considered no action will be taken by the syndicate regarding the development of the scheme. It is understood that investigations made by the engineer have revealed that there is no quicksand to be provided against and that the depth of water at low tide in the proposed channel is twelve feet of mud resting on a rock bottom. The depth of water at the Sumner bar at low tide is understood to be about twelve feet. The scheme provides for the dredging of a swinging basin near the site of tho wharf and the flagging out of a channel. It is also proposed to proclaim a targe area of land of over 14,000 acres which, it is believed, can be reclaimed. The syndicate will derive their revenue from wharfage dues, which are fixed in accordance with the terms of the Qrder-in-Council giving them authority to establish a port. ,
