—» — LATE CABLES IN BRIEF. Outlawry of War Treaty.— Mr. F. B .Kellogg yesterday expressed the hope that the outlawry of war treaty would have come into force by next Monday. Twelve of the 15 original signatories have ratified it and France, Japan and Belgium are now working on its ratification.
Villager* Starved to Death.—Rescuers penetrated to the village of Zavav, near Karlovac, Yugo-Slav, which has been snowbound for a month, and found 25 villagers starred to death and the remainder in the last stages of exhaustion.
Charge of Manslaughter,—A charge of manslaughter in respect to the death of Mr. Justice Stumm, nt Brisbane .has been preferred against Charles Sexton, aged 35.
