(Received 25, 9.25 a.m.) Rugby, June 24
The absence of control over the large numbers of Chihli and Shantung troops in the coal mining areas of Tongshan and Kailan is causing considerable anxiety, and there is danger of all discipline among the troops disappearing. The situation has already been rendered acute owing to their threatening attitude and internal quarrels. In order to protect British and Chinese lives and property in the area a battalion of British troops was yesterday despatched from Wei Hei-wei for Chin Wang-taim, where they will proceed at once to Tongshan.
