INSANITY AND CRIME.
A NEW 7 YORK EXPERIMENT. PSYCHIATRIC CLINICS IN SCHOOLS. New York, Doc. 18. Albany, the capita] of New York State, is preparing to put into operation next year a plan under which all children showing any tendency toward mental derangement will be sought out in the schools and given early treatment in an effort to chock crime, and the alarming increase in insanity. Dr. Haviland, chairman of the State Hospital Commission, and Or. Graves. State Minister of Education, are working out a plan. They believe that a great preponderance of crime among tho youth is caused bv mental defects, and could be corrected if these potential criminals were discovered when they were mere school children. Drs. Haviland and Graves will ask tho legislature for an appropriation to carry out psychiatric work in all State schools. It is proposed to have a psychiatrist in the Public Education Department who will work through the doctors and nurses in cvew city. He will collect information of the children showing traces of insanity, and these will be treated at the various clinics to be maintained throughout the State.— (A. and N.Z.)
