Lord Hugh Cecil, in a speech on behalf of free trade, begged the Government not. to ruin the Conservative party for tho third time. Air Churchill, replying, said the principle of safeguarding industry was upheld at the 1918 election, not only by the Conservatives, but by at least half the leaders of tlie Liberal party. The Government, moreover, adhered to the system of public inquiry ajid made no effort to initiate a general tariff. The second reading was carried by 308 to 142.’ The bill covers cutlery, gloves, and gas mantles, and grants goods from the Empire the usual Customs rebate one third—(A. and N.Z.)
