RESIGNATION OF PEKIN CABINET. COMPOSITE MINISTRY APPOINTED. AN IRREGULAR PROCEEDING. (Received 3, 11.25 a.m.) Pekin. Nov. 2. The Premier, Yen, and all members of the Cabinet except Huang-fu, have.re signed. Huang-fu has been appointed Acting-Premier; Wang Cheng-tihg, Minister of Foreign Affairs and Finance; Wang Chung-chiang, Minister of the Interior; Lishutseng, Minister of Wat; Tushihkui, Minister of the Navy; and Wangniping, Minister of Commerce and Agriculture. Wangnuiping and Wang, Yung-chiang arc supporters of Mukden and Huang-fu and Wang Chcn-ting of Feng Yu-shiang. No Anfu-ites are included. Tushihkui is a staunch Supporter of Wu Pei-fu. The Cabinet appointments are irregular, as the President, who signed 1 the mandates accepting the resignations of the old Cabinet and appointing the new, is still a* prisoncß. There have been sign’s of rivalry between Hung-fu and C. T. Wang, which now seem overcome in a common desire to grasp tho administcrative reins bcfor o Chang Tso-lin. lays down the law.
