Sir, —I think the Hastings Borough Council is not fair in springing a surprise upon ratepayers in notifying that rates will be sued for if not paid in a fortnight. Legally, of course, it car. be done. But the fact is that when ratepayers have to find money, in some instances runnipg into three figures and some probably over, such a breaking through the usual custom ougld not to be done without sufficient notice. There is a penalty of ten per cent, if the rates are unpaid after six monhs. The rates can bo struck at any time after April Ist, after giving a fortnight’s notice. The Council did not avail itself of its power to so strike the rates as to have them all paid by now. This sudden and unexpected demand displays neither forethought or consideration.—l am, etc.. H.
