The idea of a new treaty to supersede or amend the Versailles Treaty is making headway. There appears to be, however, a cleavage in French official circles. One section desires a great inter-Allied debate in consonance with the spirit of Versailles. The other wishes to confine the negotiations to France and Belgium, which would mean a separate treaty. Meanwhile, early action is unlikely. The “Daily Mail’s” Dusseldorf correspondent states that the steel and coal magnates, faced with the closing down of their works, are making a more insistent demand on Cuno to open negotiations. One important plant at Duisburg has exhausted its steel reserve and has dismissed its employees. Even the great Thyssen-Stinnes works are approaching the end of their resources, with the prospect of 100,000 workmen being rendered idle.—(United Stats.) RUPTURE OF RELATIONS. BERLIN REPORTS.
