INTERNATIONAL LOAN. FOR AUSTRIA’S RESTORATION. TERMS OF POWERS’ OFFER. (By Cable.—Press Association.—Copyright.] Geneva, Sept. 20. Dr. Seipel (Chancellor) was recalled in order to receive the tollowing proposals by the League ot Nations ior Austria’s restoration: — (1) The Powers agree to ensure and respect Austria's territorial integrity ; - (2; Austria agrees not to sign any foreign treaties contradicting understandings with creditors; (3) lhe Powers will guarantiee Aus--1 tria a two-years loan ol o2U,UUO,UUU j gold crowns, which will be iioated in ioreign markets, in order re-estab- ; lish Austria's nuances; (4) Important financial and adminis- | native reioriqs will be imposed en ■ Austria. The League will establish in Vienna ; a, < <nnmission oi control to ensure home ic forms being executed and to watch j the securities given by Austria lor the loan. France, Italy and Czecho-Slovakia have already announced their intention to guarantee the loan by giving the necessary securities to private banks negotiating same.—(A. and N.Z.)
