U.S.A. AND RUSSIA.
SOVIET SECLUSIVENESS. AMERICAN COMMISSION NOT WANTED. Washington, Sept. 19. The State Department has received the Soviet reply to the American suggestion for sending a technical commission to Russia to investigate conditions. The Soviet definitely refused to welcome the commission. The State Department considers this reply terminated any Soviet proposals for resumption of relations between Russia and the United States.—(A. and N.Z.)
