PASSING THE CONSTITUTION BILL London, Sept. 20. The Irish Free State Parliament unanimously carried the first reading of the bill enacting the constitution. The Dail Eireann rejected a motion by Mr. Gayan Duffy (ex-Minister) that the Free State apply forthwith for admission to the League of Nations and adopted Mr. Fitgerald’s (Foreign Affairs) amendment to renew the application when the Government considers it would be advantageous. Mr. Fitzgerald said it was desirable that the application be deferred until the constitution was passed. DE VALERA IN DUBLIN. De Valera is reported to be hiding in Dublin, seeking through an intermediary to arrange a conference to discuss peace terms.—(A. and N.Z.)
