STRIKERS RESUMING WORK. BASIC AGREEMENT FOR SETTLEMENT. OUTLINbFoF TERMS. New York, Sept. 13. Telegrams from Chicago report that it is understood the strikers’ representatives and railway executives, who have been meeting in secret, to-night reached a basic agreement for the settlement of the railway strike affecting 75 per cent of the large railways in the country. Under this agreement the men will return to work, the seniority question being left for future adjustment. The wage increase not granted. It is further indicated that under the agreement each railway will settle with its men. A statement outlining the tennis of settlement issued later shows that a commission consisting of six representatives of each party will be appointed to adjudicate upon differences arising between the railways and the workers concerning the reinstatement of strikers. Those convicted violence will he taken back and all lawsuits pending by both parties will be dropped. No intimidation or oppression against any worker will he practised by either party.
