Summing up the situation it says : “We must have an Entente with close union of purpose and an aim worthy of common sacrifice during the war for the great purpose beyond ourselves. Such clear, sincere agreement can only be re-established if points of difference and divergence are frankly and openly discussed. The profound error of all inter-Allied discussions for a long time past has been that differences of opinion have not been harmonised. The meetings of the Supreme Council only ended in sham agreements. Dissensions carefully veiled for decency’s sake from the public eye have been allowed to grow, fester and rankle. So we are brought to the present pass with a pronounced dangerous conflict of policy regarding the Near East and with widely differing conceptions regarding urgent European problems.”—(“Times. ”>
