Speaking in Glasgow on the question of naval competition, Viscount Grey declared that ho was convinced that if another war occurred twenty years hence, the civilisation of Europe would be absolutely obliterated. It was necessary to keep some council of nations together to check any tendency in the growth of competitive armaments. England should maintain the closest possible relations with her late Allies.— (United Service.)
