THREAT AGAINST UNITED STATES Washington, July 19. Admiral Benson, chairman of the United States Shipping Board, states that foteign shipping interests, particularly those operating on the Pacific Coast, “conducted propaganda against the provisions of the Jones Shipping Act. They have threatened to divert their vessels to Vancouver, Atlantic or Gulf ports.
