Al vices from Constantinople state that forecasts of the decision of the Peace Conference, especially the runicur that the custody of the Straits is to be take-.i from Turkey have created a deep impression. Officials declare the Government will send delegates to Paris to bring the Peace Treaty to Constantinople in order to submit it for ,thc approval of the conntiy. The Porte will then make counter-proposals and if the Allies do not accept these Turkey will refuse to sign the treaty. The above message is not official.—
