Is the corset a luxury or a necessity? The decision is left to the United
States Commissioner of Internal Revenue.
The subject lias arisen through the question whether corsets should be included in the list of articles subject to the luxury tax. He might say that the corset is not underwear, in which case it escapes the tax, only then he would have to answer the question—lf the corset is not underwear, what is it?
