(Received 17, 11.45 a.m.) Amsterdam, Aug. 16A telegram, apparently inspired, appears in all the German newspapers stating that the Kaiser and Emperor Karl held a conference at which they discussed all the political events of the Entente countries ■ which might create the prospect for opening peace. Some circles regard Herr Hintze’s survey of peace talk as a prelude to an imperial announcement. —(Argus.j ONLY ON THE ALLIES TERMS. THE FRENCH DETERMINATION (Received 17, 11.45 a.m.) Paris 2 Aug. 16. General Humbert, interviewed, says we are now able to foresee how the war will end, but it is more essential than ever that the Allies force the acceptance of their own terms. Tt is utterly futile to discuss peace feelers. Notwithstanding the recent litigation re the status of Territorial officers, which resulted in the judgment that they had no claim to commissions in the Expeditionary Force, the Defence Department has decided to give most of them the rank of, 2nd Lieutenant.
