THE RESURGENCE OF RUSSIA

Writing in the “Nineteenth Century,” Mr. Robert Machray deals at some length with the recent brilliant operations oi' the Russians, notably in the Caucasus. The secret of the massing in this region of great bodies of troops, with the accompaniment of proportionate artillery, he says, had been well kept, and the Turks wuld seem to have been taken utterly by 7 surprise. Among the reinforcements for the venture were numbers of Russia’s Siberian solaiers, probably, with her Caucasian troops, the hardiest fighting men in the world. The army of the Caucasus was, in fact, a nicked armv, well fitted to undertake the most desperate enterprise. Russia has done great things, and she will do yet greater things. She is in almost every way more formidable than she was a year ago. Her lack of guns, shells, and other munitions, which led to disaster last summer, has been remedied. Her reserves of men are enormous, General Shuvaleff, the -Minister for War, slated recently that, even if her armies at the front should disappear to the very lastman, she would be able to "nut a fresh army into the i.eld as numerous as before, and if necessary, to renew the operations once again, and yet again.” Russia has become industrialised for the war—notably, she has built many 7 new railwavs. In every department of her national life she is, in brief, resurgent.
