FU KT HER RECOM MEND ATItJNS Melbourne. Dec. 4. The minority report of the Sugar Commission strongly defends the Colonial Sugar Co. It urges that tiie beet industry in Victoria should be encouraged as far ns possible. The conclusions of the report include the following: The excise bounty in conjunction with other measures have fulfilled their purpose as f;ii‘ as the profits of the mill owners and. refiners are concerned, ami while sufficient are not excessive. The consumer ami primary producer will be better screed under existing conditions than he would unde;' a system of small independent refiner-; ies. Farmers would not receive an adequate return for their labour and enterprise.
The recommendations include tiie abolition of the excise and bounty, the prohibition of coloured labour, the increase of the import duty on sugar to £7 per ton. but if the excise and bounty are retained the increase of the import duty to £9. Wages and conditions of labour should be reguiate.d by local boat ds.
