INCOME TAX LEGISLATION. London, Nov. 7. Asked whether owing to Air. G. Bowles’ lawsuit the moneys paid would be refunded. Air Lloyd George stated that legislation with a view to dealing with the new situation wuld be introduced. [Gibson Bowles claimed from the Bank of England a refund of income tax stopped from dividends by the bank before the Finance Act year had passed, Air. Justice Parker held that the bank was not entitled to make the deductions, in the absence of statutory authority, for the assessment or collection of income tax. ] HOME RULE BILL. (Received 8, 8 a.m.) London, Nov. 7. At clause 13, providing for the retention of Irish members at Westminster, Air. Cassell moved to exclude all Irish members from the Imperial Parliament until there was no deficit in Irish expenditure for three successive Parliaments. Air Asquith defended tRe reten-l tion as a necessary part of the general devolution whereof Irish Home Rule was the first step. Air. Redmond said that pending the completion of the federal system anomaly, Irishmen at Westminster must be endured. Air. Balfour derided the idea of general devolution : otherwise the Government would not have handed the Customs to Ireland. The amendment was rejected by 315 to 213.
