London, July 20 The "Times’ “ St. Petersburg correspondent says the Russo-Jap-anese agreement, besides delimiting their spheres in Mongolia and Manchuria provides for a joint defence in case either is attacked in those spheres. AMERICAN VIEWS. Washington, Julj' 21. Unofficial opinion is that the Russo-Japanese treaty is merely an agreement and will not interfere with each other in certain definite zones. Such an agreement has no binding force on any nation not a party thereto, therefore the status quo is unaffected in China.
