London. July 10.

Mr. Asquith and Mr. Churchill t aboard the 'Admiralty yacht Enchantress, with numbers of Parliamen'arians. boarded the newest battleships and cruisers at Spithead.

Enormous crowds gathered at vantage points and 30,000 spectators were afloat.

Great interest was taken in the airmen’s exploits and aeropianists* scouting. Two hydro-aeroplanes discovered and reported wirelessly the presence of submarines during the manoeuvres. The pei iscope of D 4 submarine, in which the King voyaged under water to Weymouth, was considerably bent by colliding with a dinghy. ’The departure of the fleet in stately procession seawards was the most memorable spectacle of the day.

A NECESSARY INSURANCE.

MEDITERRANEAN TO BE GUARDED. (Received 11. 8-40 a.m.) London. July 10. The “Times,” commenting on the Spithead review, says that if the insurance premium that the Navy tepresents is high, let us never forget that, the insurable risks arc almost incalculable. We believe the Government and Mr. Churchill are now alive to the need of reinforcement of the fleet in the Mediterranean and elsewhere without drawing upon the forces necessary for home defence. According to other newspapers the result of the deliberations of the Committee cf Imperial Defence is that the Government will maintain u fleet in the Mediterranean at a strength equal to that cf any other power.
