PANAMA CANAL DUES.
PROPOSED REBATES TO AMERICANS.
London, June 30.
The newspapers are beginning to discuss the United States Congress' resolution to exempt American coasters from the Panama dues and Canada’s consequent threat to retaliate against American shipping in Canada’s waterways.
Some Americans propose compliance with the letter of the HayPauneefote treaty, providing for entire equality of all nations using the canal, but suggest the payment of a subsidy equivalent to the tolls on American ships. The "Manchester Guardian” remarks that although scupulous Americans denounce the last-named policy as a discreditable evasion of an international obligation, it seems that rebates are less injurious to foreigners than direct exemption, inasmuch as the subsidies payable come from the American Treasury and would be a burden on the American taxpayer, not on foreign shipping and commerce.
