COM ING IMPROV EM ENTS. (Received 14, 11,.45 a.m.) London, March 13. The Association of Chambers of Commerce have discussed a resolution in favour of an All-British Transatlantic Cable. Sir John ’Barron, M.P. for Howick, on behalf of the Government, foreshadowed great improvements in telegraphy. The resolution was then withdrawn.
