The “Debats” publishes correspondence shewing that under the p;<-tfxt of railway concessions to a Fiunco-Gcrman group of financiers M. Cailbmx when Finance Minister proposed to transfer the whole outlet of French Equatorial Africa. M. Ciuppi rejected the scheme and consequentdy was not retained as Foieign Minister m the ieconst-ruct-ed Mottis Cabinet. M. Caillaux further conveyed to the German Government his willingness that Paris should be the money market to finance the Bagdad lailway. He also approved of the appointment of a German every three, years in connection with tr.e Ottoman Debt. I*nally, be came to a .general understanding with Germany on the political question. All this was done while Morocco was unsettled, thus tying the hands of the French Government.

The dossier presented to the Senate Committee included M_. Caillaux’s negotiations with Baron von Lanckin. Councillor of the German Embassy, in which the latter expressed his surprise that the Minister of Foreign Affairs rejected certain German proposals in view ol the fact that an eminent French per-. sc:'age, meaning M. Caillaux, made much larger proposals to Germany. M. Caillaux protests against the authenticity of the documents, which M. de Selves insisted should include the dossier.
