An edict has been issued on Fang Shao Yi’s memorial which cites M utinfang for asseverating the determination of the people to have a' republic. The edict admits the Throne's assent to nineteen articles of the constitution liy declaration in the Hall of Ancestors is inspired by confidence, and adds the vital question of the constitution or republic cannot be decided by one section of the people nor by the Throne alone, therefore the National Convention must decide. Tang Shao Yi is directed to consult the republicans in order to arrange a method of selecting delegates and cease hostilities. The Mongolian princes have undertaken to declare the independence of Mongolia in the event of China becoming a republic. THE PEACE CONFERENCE. ' (Received 30. 2.0 p.m.) Pekin, Dec. 29. The Peace Conference at Shanghai decided that pending the National Convention Yuan-shih-kai must not raise a foreign loan. During negotiations the Imperial troops withdrew a short distance and the republican troops did not advance. Tuan-fang has arrived at Pekin in disguise. ELECTION CONFIRMED. Nanking, Dec. 29. The Assembly has elected Sun-yat-sen President.
