A NEW MINISTER. (Received 20. 8.5 a.m.) Melbourne, Oct. 20. Mr. Roberts joins the Federal Cabinet as an honorary Minister of the Government. THE ELECTORAL VOTE. GOVERNMENT ERECTS ITS OWN GALLOWS. (Received 20, 8.50 a.m.) In the Senate, Mr. Mullen made a slashing attack on the new Electoial Bill. By abolishing the postal vote, it will disfranchise about 30,000 women anil infirm persons who used that method at the last election, fixing polling day for Sat urday will prevent Hebrews and other relisrious sects from voting, while the right to a candate to ask for ar eU rehm aeli a candidate to ask for a recount is practically abolished. The Bill will handicap the Labour Party, though by so hamstringing their opponents they will make their own position more secure. But, he added, if any reliance could be placed on the justice of the community, the Government had really erected its own galIqws.
