HITCH IN U.S. SENATE.

Washington, Aug. 10.

A serious hitch over the AngloAmerican Arbitration Treaty has arisen in the Senate Foreign Affairs Committee. Strong objection is taken on the submission of questions of difference to the appointment of a Commission of Inquiry; also objection to Britain’s proposal to consult the oversea dominions in all matters affecting them. Senator Clarke moved that the whole question be postponed till December. Other Senators objecting. Senator Clarke’s motion was withdrawn.

The President is preparing to actively intervene.
