If the resolution passed by the above board at the instance of Mr. lan Simson is a specimen of the good work we are to expect, then the sooner it dies a natural death the better for the district. I refer to the resolution proposing to prevent the Borough Count 1 making approaches to the Syndicate in order to obtain a slight d - viation of the river from where it now hits up against the railway id the Borough of Napier. This has been recommended by the Minister of Railways and by the Borough Engineer for the safety of the railway and the drainage of Napier and Napier South. I nder the resolution passed by the Central Rivers Board, their chairman is to he authorised to stop the Harbour Board granting permission for the work to be done. If that resolution is not a deliberately mischievous one. calculated to block progress and entail heavy costs, why is it aimed at the Harbour Board, whose only intimation to the Bor ough Council in the matter was ’that it had no objection to make. ” —I am, etc..
