A By-Law to repeal all By-Laws in force in the Borough of Hastings, and to make By-Laws in substitution therefor, and otherwise to make provision for the good rule and government of the said Borough and for administration of its local affairs. INTERPRETATION. Part I.

In Relation to Streets. —Sundry Offences in connection with and general provisions concerning streets, the traffic thereon, the use thereof, injuries to and nuisances thereon, and the construction of things upon,, over or under the same; and general provisions for the order and good rule and government of the Borough and its affairs respecting streets. Part 11. In Relation to Buildings.—General provisions respecting their sites, construction, arrangement, and repair, the mode in which, and the materials with which they are to be erected and repaired, for securing stability, prevention of fire, public safety, and for the purposes of health, and for regulating buildings of a public character, building districts, frontages and open-air spaces and prevention of overcrowding. Part HL In Relation to Public Buildings. Enclosures and Grounds.—Provisions as to buildings or enclosures and places of assemblage for pub lie meetings, performances, exhi bitions, entertainments or amuse meats, and to public grounds foi athletic sports or games, also to the licensing, inspection, and control thereof respectively.

In Relation to Sanitation, Drainage and Nuisances. —Genera) provisions respecting the drainage and plumbing of buildings, and the appliances and conveniences, connected therewith; the prevention of refuse accumulation and prescribing receptacles, regulating or preventing the keeping of animals, regulating the use of stables, the prevention and abatement of nuisances, conservation of public health, safety and convenience, the inspection of lands, buildings or premises, and generally regulating premises. Part V. In Relation to Vehicles, inclusive of Motor Cars.—General provisions as to the licensing of vehicles, also as to drivers and others having charge of vehicles, the licensing thereof, and regulating their conduct, also fixing fares and chargee and street standings in connection with licensed vehicles.
