Thubsday, July 19. The Counoil met at 2.30. FIRST HEADINGS. On the motion of the Hon. W. C. Walker, the Separate Institutions Bill, and the Education Boards Election Bill were read a first time. t YOUNQ PERSONS PROTECTION. The Young Persons Protection Bill waß further considered in oommittee. The first olause considered was No. 5, providing for procedure when a young person is found loitering without control or. for immoral pnrpose3. The only amendment made was one providing that when a young person gave satisfactory auswers he or she might be warned to go home. Anew olause, to provide that the measure should have operation only within suoh distriots as the Governor, by order in Council gazetted, declared to be subject to its provisions, was agreed to on the motion of the Hon. W. C. Walker. The bill was reported with amendments. WEIGHTS AND MEASURES. The Weights and Measures Aot Amendment Bill was read a second time. CIVIC SERVICE EXAMINATION. The Hon. W. C. Walker moved the Becond reading of the Civil Service Examination Bill. He said its object was to give power to fix such subjeots of oxainination in case of young oivil servants as would really be of assistance to them in connection with their own work, and also to provide that each Department might have the privilege of selecting special subjects which were appropriate for its officers to qualify in. It was further proposed to raise from ,£IOO to JJ2OO per annum the amount of salary which a young officer could receive. The Hon. T. Kelly supported the bill. The Hon. C, Bowen expressed the hope that greater attention would be paid to the practical examination of civil servants who were likely to reach higher positions. The bill was read a second time, and the Council rose at 3.50 p.m.
