ARREST OP AN ASPIRANT. Received September 1, 1 a.m. j Pobt au Prince, August 31. } Juan Isidoro Jiminez, who aspired to j the Presidency after the assassination of General Ulisses Heureux, President of I the Dominican Republic, by Ramon Caoeros, has been arrested. Jiminez is a well-known character. In June, 1898, there was a good deal of discontent in Santo Domingo, owing partly to industrial depression. When the operations of the Spanish-American war caused more or less excitement in the West Indies, Jiminez, a former New York merchant— who before had had political aspirations in Santo Domingo— led an attack on Heureux's power. He had been forced in 1890 to leave the Republic, going first to France. Deeming the time ripe to satisfy his old ambition and unseat Heureux, he sailed with an expedition from the Bahamas for Cape Haytien, and went thence to Monte Cristo, a town of Santo Domingo, which he has founded. Jiminez landed in an American ship, the Fanita. General Garcia, who was in charge of- affairs for him at Monte Cristo, was unprepared for action, but the two conspirators, together with General Augustin Morales and 11 men, essayed to oarry out their surrender. The Governor had 20 soldiers who opened fire on the insurrectionists, killing five of them. Jiminez escaped to his ship. All the others, except Garcia, were captured, and all except Jiminez's secretary were shot after a court-martial. The secretary had turned informer. Jiminez went to Great Inagua, where he was arrested. He was tried at Nassau and acquitted. Since then he has carried on a propaganda against the administration of President Heureux.
