FRANCE'S COLONIAL EXPENDITURE.
Beceired January 19, 3.45 a.m. Paeis, January 18. In the Chamber of Deputies, M. Pelletan said the Parliamentary control of colonial expenditure was illusionary, and the total of 80,000,000 francs exceeded that of all the Powers combined. At Paris the story is current (says a mail despatch last night) that "Victor Napoleon aspires to be Emperor. Prince Victor is at present at Brussels, where he is in daily consultation with his adherents.
