THE PSESIDENT'S THANKS.
Received July 18, 1 a.m. Washington, July 17. After much haggling, during which General Shatter threatened a renewal of hostilities, the terms of capitulation were agreed upon, and signed by the Spanish commander. These provide that the Santiago garrison be allowed to march out with the honors of war, afterwards depositing their arms, though retaining personal property. The Spanish volunteer and guerilla forces remain under parole. It is estimated that 25,000 soldiers will be sent to Spain in neutral vessels. President M'Kinley has sent a mesßage warmly thanking General Shatter and the army for their heroism and endurance.
