GENERAL MERRITT'S COMMAND. HE EXPECTS SEVERE EIGHTING. [Rooeived May 19,1 a,m )' Washington, May 18. Reports from Havana state that eighteen of the crew of an American boat engaged in picking up torpedos at Cardenas were killed by the explosion of a torpedo. General Merritt anticipates severe fighting at the Philippines. He requires at least 5000 regular troops, besides volunteers. Otherwise he will be reluctant to take command.
