I (Keceiyfcd April 11, 1 a.m.) Washington, April 9. It is reported here that Prince Bismarck has proposed that neither America nor Germany shall send any further reinforcements to Samoa, either of ships or troops, nntfl the whole question shall have been settled at the conference on Saraoan affairs to be held at Berlin, and that Mr Blame has agreed to the proposal. The United States delegate to the Sanioan Conference will sail for Berlin on the 13th inst. New York, April 9. It is stated here that Prince Bismarck has refused to receive Mr George Bates as one of the United States delegates to the Sanioan Conference. Prince Bismarck's objection is based on the fact that Mr Bates has written articles attacking Germany's conduct in Samoa.
