President Carnot's message to the National Assembly proclaimed the policy of the Government to be, one of concordPolitical reforms wonld be at once introduced with the view of improving the financial administration. Referring to the foreign policy of France the message states that it wonld be the aim of the Government to prove to Europe the desire of the Republic to lielp to strengthen the general peace. The medical attendants on M. Ferry state that he is recovering from the injuries inflicted on him by Aubertin. The charges brought against M. Daniel Wilson in connection with the recent War Ofiice scandals have been held by the Judges to be legally untenable, and therefore it was dismissed.
