ENGLAND.
(Received Decomber 15, 1.45 p.m.) . London, December 13. The Australian and New Zealand mails from Auckland November 7th, via San Francisco, and the mails ex P. and O. Chusan from Melbourne November 3rd, were delivered here to-day. . Mr Mitchel. ex-Governor of Fiji, has been appointed Governor of the Leeward Islands. Mr Jasper Pyne, M.P. for West Waterford, against whom a warrant was issued for inciting resistance to $he sheriff, and ivho to prevent being arrested fortified his residence, Lisfarny Castle, left his house during the nighfc, and eluding the police in the darkness managed to effect his escape. (Roceived December 16, 1,30 a.m.) December 14. The report of the su.b-committee has been approved by the Sugar Bounties Conference. The committee advocate reprisals against recusant States, but England refuses to impose countervailing duties. The Conference has referred its recommendations to the various Cabinets, and has adjourned until the spring,
