Following up my remarks on the subject of hospital reservations, I should like to suggest that some arrangement be made for the establishment and support of a local dispensary for the poorer classes. I understand that at present the Government allow an annul sum for the supply of medicine and advice to the natives. The County Council also subsidise the Napior Hospital. This subsidy is given partly because the' Napier Hospital is a deserving institution, and partly because tho Wairoa people derive s«mo benefit therefrom, but mainly, I fancy, because if tho Council did not voluntarily donate a cortain sum the Government aro empowered to deduct whatever amount they imagine to be the due proportion of the expense pertaining to the Wairoa County from moneys accruing to that county from public funds. I fancy any deductions the Government might make on that head would be larger than the sum generally voted by the Council, so that it i is good policy on the part of that body to appear generous. However, some provision (local) should be made for petty cases that would not be deemed itnpor-

tant enough to warrant proceeding to Napier for advice. This should be mot by the establishment of a local dispenBary, say at the rate of £50 per annum, and this sum, in my opinion, should be a charge upon any reservations of land that may be made in this district. At any rate, nothing is lost by ventilating the subject, and I hope to see the matter more full discussed. As a rule people are more fond of rushing into print about purely personal matters than about matters calculated to affect thu welfare of the community.
