THE HARBOR WORKS.

IR lam sorry to have once more to ask 'the favor of your open column, to t enable me to contradict a gross niisstatement made by your correspondent "Napier" in this morning's issue. "Napier" says that the engineer had recommended in his report, that a diver should be employed to remove the boulders, and then goes on to show by figures, which are correct enough, that by tlas process not more than 1|- cubic yards f". be removed in a day, and he cons by asking, ironically, how many it would take to remove the bank. Sir, I can assure you that this is a . fabrication, as the engineer has ne{?er recommended the employment of a diver for that purpose. His reports filed at the secretary's office will prove this. Another point I cannot allow to pass unnoticed is that "Napier" reiterates, in an inferential manner, that the engineer had in his report of the 24th ult. stated that the easterly gale had caused the increase of depth on the Bar from 15 to 17 feet, although I have contradicted this statement on the 4th inst., and referred the writer to the board's secretary for the engineer's report. I will not trespass any further in refuting the other statements made by " Napier ;" they are in keeping with the final insinuation that I am interested in playing into the hands of the Kidnappers schemers. If the people in favor of a breakwater cannot get more truthful advocates than your correspondents " Spit " and " Napier," they have built their hopes upon very unsafe ground. — I am, &c. , 0. W. Napier, 11th March, 1879.
