The crisis, we are fain to hope, in European affairs is passed. The intelligence is now all in one direction, and indicates close and keen bargaining between England and Russia, but, at the same time, bargaining in which the willingness to make mutual concessions is manifest. Russia and England appear both to have been attempting to secure a portion of the Turkish fleet for themselves, but each now expresses its willingness to stand out and leave the fleet to other people, on condition that the other will do the same. The most satisfactory sign of the situation is that Consols have completely recovered from the serious decline they experienced. When we last heard of them they were at 92 ; now tkey are up again at 95i, just about their normal rate in times of profound peace and prosperity.
