Follett Halcombe, who for some years past has filled at intervals the office of Provincial Secretary and Treasurer of the Wellington Province, lias succeeded Mr. Henry Anderson as Editor of the Wellington Independent. That journal now strongly supports the present Ministry, and has recently contained some very able articles exposing the waste and mismanagement of the Stafford Ministry, especially in the Defence Department; We also observe that Mr. Charles W.
