THE HAWKE'S BAY 11ERALD. Napier, Saturday, Nov. 27, 1858. The non-arrival of any further intelUgen.ee from the seat of government in relation to our polilital progress, might have caused same disappointment, were it not for the expected arrival in Napier of the steamer White Swaiiy having on board the Colonial .Secretary and Treasurer. It is not improbable that these gentlemen will determine on ihe spot the boundaries of the electoral divisions of the province, and put us in a fair way of inducting the business of local self-government. And it is quite as well that it should be so, for, with access to local maps and documents, and having the benefit of communication with those who thoroughly knpw the country, there is more liklihood of the division being one to work satisfactorily, than if it were determined upon at a distance from the locality which it more immediately concerns. We shall be glad if it prove to be the, case that Mr. Stafford and Mr. Richmond are about to. pay us a visit, if it be only a flying one, will be able personally to judge of fie capabilities pi the province and of its requirements. But it is to be regretted that the suddenness of the event, and indeed the uncertainty of its place at all, may preclude, the settlers from marlung as they would wish their sense' oflhowf faithfully Mr. Stafford has jedeemedrthe/ promises made by him upon ius first .visit Jo^Napier,\ vj Md' r hpjvit r nobiy^ the ; ministry of > Iwhichjhelis the .chief ]aas acted t&roughqnt iiy; :: j £ jA^Jj^ ' |20tH;insl^f^;-}"^;?{i; r^^^ "^■y-^.-r^^;^^^ ".
