THE NEW WASTE LANDS BILL.
The ministry, in introducing this measure, disclaim any intention of depriving the Provinces of their respective land funds. Under the new Act, the validity of former legislation — much of it of doubtful legality — is confirmed. The powers Tested in the G-eneral Government of dealing with the waste lands are to be delegated to the provinces, but clauses follow, the object of which is to guard against those powers being abused. For instance, the Governor is to have power to interfere should necessity require it ; blocks of land of unusually large extent cannot be sold ; and sales of land on credit are placed under certain limitations. The Governor is to have power to appoint officers for administering the land laws, but it is provided that such power can be delegated to the provinces ; and with the exercise of it, unless under extreme circumstances, the Government professes to have no intention of interfering. The chief commissioner of crown lands, however, is to be a General Government officer, as well as the receivers of the land revenue ; and the auditing of the accounts is to be a General Government matter. The bill, as a whole, seems to be one more of form than anything else ; indeed the premier is reported as remarking that "things would roll on just as before."
