The policy of the Cabinet, which represents Catholics, Socialists and Liberals, including MM. Hymans, Vandervelde and Sepoullet, is a programme of reconstruction. It is believed that M. Van Zeeland has proposed an edict providing for a forced paper currency for a fixed period, keeping all the gold reserve for future eventualities. Devaluation of the belga to a certain point has been pi-actically agreed to. Some desire a devaluation of 10 per cent, and others seek 25 per cent. The Brussels correspondent of The Times says M. Van Zeeland’s Government is pledged to continue the policy of the gold bloc and to defend the belga.

M. Van Zeeland, xvho is 42 years of age, is now- a professor of economics.
