The Sun-Herald service learns ‘that the British Government has dispatched a note to China, Japan, France and America, intimating that-xui-interna-tional loan to China is impracticable. The British Government pessimistically views the Chinese posit ion, owing to the severe deflation and the due rise in silver, and can see no prospect of collective or individual foreign assistance if silver continues to rise, as loans under such conditions would resemble pouring watep down a; drain.
