HONGKONG, Feb. 20.
A fantastic story emanating from Amoy is given prominence in the .Chinese newspapers at Canton. It is alleged that representatives of a “certain Power,” obv.ously meaning Japan are conspiring with pirate gangs along the Fukien and Kwangtung coasts Toll arras s shipping in. order to provoke an incident giving an excuse for the landing of bluejackets in South. China. The report states that the foreigners concerned, who are acting on the instructions of their Government, attended meetings of pirate chiefs at Golden Gate Island', off Amoy and Tungshan Island, North Swatow. to discuss plans. Several notorious pirate chieftains are said to have agreed to join the move. Amoy authorities are said to be aware of the plot and are keeping a close watch on the situation. The report is discounted in foreign circles and is regarded as mischievous anti-Japanese propaganda.
