Foreigners in Manchukuo are displaying uneasiness, their fears approaching panic in some places, as a result of the incessant talk that another Russo-Japanese war is inevitable. Many Harbin residents have dis posed of their interests already and have departed, while others are completing arrangements preparatory to leaving. A similar situation exists at Changchun and Mukden. Every night there are manoeuvres <>f ’planes, and there is a continual movement of Japanese troops northward. The failure to solve the Chinese Eastern Railway problem is heightening the anxiety.'
The Soviet will probably promos?, against the incursion of ten Japanese military ’planes, including scouters and bombs, ten miles into Soviet toiritory near Vladivostock on Friday, states a Moscow message. Isolacecl flights were previously reported.
